I have already booked tickets to Tokyo from 11Apr-17Apr 2008 without knowing that Cherry Blossom festival is at Hokkaido.Any budget hotel to recommend at Hokkaido where I can easily travel to the exact location of the parade (do u know exact where is the parade location? Is it Tidal Basin?) as I suppose there's no way I can travel back to Tky on the same day?

If you live in Tokyo, Japan or have at least been there for the months of June and August, please answer this question. I am in Los Angeles, travelling on Singapore Airlines to Singapore and Tokyo is my transit station. I would like to know if there has at all been any cloudy days and the temperature cooler in those months.
